The Browns aren?t happy about the failure of receiver Greg Little to catch the football.? But the reality is that, unless and until they have a better option, they?ve got no choice but to work with him.

And so they will.

?We had some drops,? coach Pat Shurmur said after Thursday night?s loss to the Ravens, which included seven drops by the Browns receivers, via Mary Kay Cabot of the Cleveland Plain Dealer.? ?Not acceptable.? There?s zero tolerance for that.? I will say this: We have some tough guys out there playing that are not catching the ball efficiently enough, and we just need to keep working with them.? That?s the reality of it.?

Of course, that?s not what ?zero tolerance? means.

But with zero options, zero tolerance can?t be applied as defined.? And so, despite the tough talk, the Browns will have to try to help Little finish the job.

?Great receivers make great catches,? Little said, adding that quarterbacks coach Mark Whipple told Little after dropping a potential touchdown catch that the second-year receiver would still ?get a chance to pull out your big driver.?

Again, that?s not zero tolerance.? It?s arguably the exact opposite of it.

Either way, the Browns need the exact opposite of what they have been getting from Little.

Kobe and LeBron's Olympic Squad Lose to 1992's Dream Team, Says NBA 2K13 [Video]

If you got in on this summer's bar argument over which U.S. Olympic basketball team was better, and were convinced that the Dream Team could beat anything that walked the earth, including a team of Kobe Bryant and LeBron James, then NBA 2K13 has good news for you.

The United States' 1992 Olympic basketball team of Magic Johnson, Michael Jordan and Charles Barkley prevailed over their 2012 counterparts, 133-126, in a simulation run on NBA 2K13, which releases on Tuesday. It was not a runaway victory, but the Dream Team held a lead for all but one brief instance in the second quarter.

This game was set for two computer-controlled teams to play each other, in full 12-minute quarters, on Hall-of-Fame difficulty (which governs computer-controlled players' behavior.)

2K Sports, at the urging of executive producer Jay-Z, reunited the entire 1992 Olympic team in a video game for the first time in 20 years, mostly to settle the argument Bryant started when he ventured that the 2012 Olympians would win.

Matchups, of course, are at the heart of this argument, and a really bad one in favor of the Dream Team made a huge difference. Chris Paul, paired off against Magic Johnson, just had no answer for a guy eight inches taller and a lot heavier. That's probably a big reason why Magic ended up as the player of the game, leading all scorers with 34 points on 15-of-17 shooting, while adding five rebounds and six assists.

I had some difficulty with video capture in the first quarter, which explains the dearth of highlights from it. Team USA 2012 took a 37-36 lead at 10:45 of the second quarter on a jumper by Russell Westbrook, which you can see above. It was the only lead Team USA 2012 had all game. Twice they got it to within 1 point, the latest with about 9 minutes to go in the third quarter, but the Dream Team had very little trouble scoring and forced Team USA 2012 to methodically attack the basket. They only got 14 points on the fast break. A 17-6 run in the fourth quarter still got Team USA 2012 no closer than 5.

Paul still distributed eight assists. Kevin Durant led the 2012 Olympians with 31 points, while James and Bryant each added 22. Carmelo Anthony had a respectable 16 points, six rebounds and two assists in 17 minutes of work, hitting all eight of his shots.

Jordan had 26 points on 12-for-22 shooting, with four assists, a steal and a block. Clyde Drexler picked up 16 points, 14 in the first half, before sitting most of the second. Larry Bird played more than he did when he was on this team in real life, as he suffered from back trouble for most of 1992 and was selected mostly in honor of his overall career. He logged 23 minutes in the game and hit all four of his shots, scoring nine points.

Barkley's 34 minutes were the second most of anyone on the Dream Team, and he came away with just six points and four rebounds, matched up against James for most of the evening. David Robinson had probably the game's best dunk, slipping off a screen through a completely vacated lane to throw down a thundering, two-handed, let-me-clear-my throat jam.

Jordan was right that the Dream Team's defense and shot blocking would likely prove the difference, but it wasn't by a wide margin. The Dream Team picked up five steals and four blocks, but Team USA 2012 still shot 62 percent and did a little bit better in rebounding, although having more misses gooses that stat. The teams attempted only seven three point shots combined.

One note: Neither team's lone collegian?Anthony Davis for 2012, Christian Laettner for the Dream Team?got into the game.

NBA 2K13 arrives in stores on Tuesday.

FCC launches effort to ease 'spectrum crunch' | The Raw Story

US regulators voted Friday to begin a process to reallocate some of the broadcast spectrum to meet surging demand from smartphones, tablets and other devices that use the wireless Internet.

The Federal Communications Commission formally approved the plan to launch so-called incentive auctions, which will allow broadcasters to sell off some of their spectrum rights to mobile broadband operators starting in 2014.

?This is a big deal,? FCC chairman Julius Genachowski said.

?Today, the US becomes the first nation in the world to launch incentive auctions? for mobile broadband, he said, adding that this would make available portions of prime ?beachfront spectrum? for these uses.

The move comes with the United States and other nations bracing for a data crunch from the surging use of smartphones, tablets and other mobile devices, clogging the radio spectrum allocated for mobile broadband.

Officials say that as mobile broadband is surging, broadcasters need less spectrum because fewer viewers watch over-the-air television.

The concept is part of the National Broadband Plan to spur wireless Internet, and the ideas are embraced in legislation that was signed into law in February 2012, the FCC noted.

The FCC said action is needed to avert a crunch that will slow down or disconnect mobile devices.

?Today?s smartphones use 35 times more spectrum than traditional cell phones, and tablets use 121 times as much spectrum,? the FCC statement said.

?This consumer demand puts a tremendous strain on the nation?s invisible infrastructure in ways that require innovative new approaches to spectrum policy in order to spur continued economic growth, and help maintain America?s global leadership in mobile.?

The statement said the auctions would ?unleash a wave of economic innovation opportunities? for the United States while relying on market forces to determine the use of spectrum.

?This incentive auction is expected to deliver enormous benefits for the American people and the US economy,? the statement said.

?The mobile apps economy barely existed in 2009 but today, it supports nearly 500,000 jobs. The wireless industry contributes about $150 billion annually to US GDP and that number is growing.?

A statement from the CTIA-The Wireless Association, which represents mobile carriers, hailed the FCC move.

The action is ?an important step toward alleviating the looming spectrum crisis that we?ve been warning policymakers about for the last three years,? said CTIA president and chief executive Steve Largent.

?Since spectrum is a finite resource, we?re pleased the Commission has begun the process of establishing the rules that will fulfill the goals of the recently adopted, bipartisan spectrum legislation,? he said.

But Largent added it is crucial not to allow the process to get bogged down.

?In order to maintain our global leadership in the mobile ecosystem, we must ensure that this spectrum is brought to market more quickly than the almost 10 years it took to bring the last two spectrum blocks to market,? he said.

The European Union is mulling a similar effort to reallocate spectrum.

The Americans want to pad their 5-3 lead, and are counting on Watson and Webb Simpson for another quick start. Watson and Simpson, whose 5-and-4 blitz in Friday afternoon's match sparked a U.S. run, face Justin Rose and Ian Poulter, who holds the European record for winning percentage in the Ryder Cup with a 9-3-0 record.

Keegan Bradley and Phil Mickelson, Friday's stars after taking down Europe's two best teams, face another stiff test in Lee Westwood and Luke Donald. Jason Dufner and Zach Johnson play Sergio Garcia and Nicolas Colsaerts, the rookie who single-handedly kept Europe from being swept in fourballs with an eagle and eight birdies. Same-sex couples will be considered ?family relationships? in immigration proceedings, according to Department of Homeland Security Secretary Janet Napolitano, a move that could help stem the deportation of those in gay or lesbian binational relationships.

Close family ties to the United States are a factor considered by authorities in deportation cases, and gay and lesbian advocates have long argued for same-sex couples to have the same immigration rights as opposite-sex couples.

Spain bank audit paves way for state bailout

MADRID (Reuters) - Spanish banks will need a total of 59.3 billion euros ($76.3 billion) in extra capital to ride out a serious economic downturn, an independent report said on Friday, removing a major obstacle in the way of an international bailout for Madrid.

Spain said around 40 billion euros of the total will come as European aid while the rest could be raised by the banks themselves.

The audit, carried out by consultant Oliver Wyman, is a condition of getting European funds to patch up Spanish banks damaged by a prolonged real estate crash, and identifies which banks need more capital and precisely how much each requires.

Spain has agreed a credit line that could provide up to 100 billion euros in European Union rescue funds for its banks.

"The preliminary estimate of the final amount we would need to tap from the 100 billion euro lifeline would be one third less than the capital shortfall identified by Oliver Wyman," Bank of Spain Deputy Governor Fernando Restoy said at a press conference.

Both the strict 2013 budget presented by the government of Prime Minister mariano Rajoy on Thursday and the audit of 90 percent of Spain's banking system are necessary steps for Madrid to request sovereign aid and trigger a European Central Bank bond-buying program.

The "adverse economic scenario" the audit was based on is fast becoming reality in Spain as spending cuts and tax hikes throttle any recovery in the euro zone's fourth largest economy, driving up unemployment and prompting growing unrest.

Spain has replaced Greece, Ireland and Portugal as the main threat to the survival of the euro currency project.

The audit results were in line with market expectations and were applauded by the European Commission, the European Central Bank and the International Monetary Fund.

"That's another layer of uncertainty that's off the table," said David Schnautz, rate strategist at Commerzbank. "We got the budget yesterday and today the stress tests and now we're all keen to hear what the ratings agencies' view will be."

Credit rating agency Moody's is due to review Spain's debt grade before Monday. It currently has Spain on one notch above junk with a negative outlook.

The audit identified the bulk of capital needs at the four banks which have already been rescued by the Spanish government.

The worst case is Bankia , the result of an ill-fated, seven-way merger between unlisted savings banks which was taken over by the government earlier this year.

The capital shortfall for these banks is 49 billion euros, with Bankia accounting for half of that. The European Commission said the exact aid needed for each bank would be determined in the coming months.

More than 60 percent of the system, including heavyweights Santander , BBVA and Caixabank , did not need extra capital under the terms of the audit.

The total figure for the capital needs in the banking system falls to 53.7 billion euros from 59.3 billion when taking into account the effects of tax breaks and cost savings from pending mergers, the Bank of Spain said.

"SHOULD DISPEL ALL DOUBTS"

"The exercise has been very strict, very conservative and very transparent and therefore should dispel all doubts about the strength of the system," Secretary of State for the Economy Fernando Jimenez Latorre said.

Other banks that will need extra capital under the stressed scenario are Banco Popular , Banco Mare Nostrum and a new entity due to be formed by a merger between former savings banks Ibercaja, Liberbank and Caja 3.

These banks will next month present plans to the Bank of Spain outlining how they intend to raise capital by their own means including share placements, asset sales and forced losses on subordinated bondholders.

This could shave millions of euros off their final requirements and reduce the amount Madrid finally taps from the credit line agreed with Brussels in June.

The audit is also a precursor to the setting up of a "bad bank", aimed at siphoning off the foreclosed property and unrecoverable loans to developers that have weighed on lenders' balance sheets since a 2008 property crash.

Spain is suffering its worst credit crunch in 50 years and designers of the bank bailout hope these steps will lead to a resurgence of lending to families and businesses.

Reading posts in response to Herald blogs on the subject of changing the law on marriage so that it is no longer defined as being between a man and a woman ? as David Cameron has pledged to do by 2015 ? I have been struck by the way supporters of this change brush aside the fears of those who oppose altering the law. The latter fear that if, in the future, they defend traditional marriage in public ? in classrooms, meetings and so on ? they will be in breach of the law. As the law has not ? yet ? changed we cannot know for certain if these fears are mere hysteria or legitimate, but there are precedents for anxiety over the matter.

Christian Voice has drawn my attention to a story told by journalist Mark Steyn, about the absurd situations that can arise in ?hate crime? legislation. Steyn writes, ??the very same words can be proof of two entirely different hate crimes. Iqbal Sacranie is a Muslim of such exemplary ?moderation? he?s been knighted by the Queen. The head of the Muslim Council of Britain, Sir Iqbal was interviewed by the BBC and expressed the view that homosexuality was ?immoral?, was ?not acceptable?, ?spreads disease? and ?damaged the very foundations of society?. A gay group complained and Sir Iqbal was investigated by Scotland Yard?s ?community safety unit? for ?hate crimes? and ?homophobia?.

?Independently but simultaneously, the magazine of GALHA (the Gay and Lesbian Humanist Association) called Islam a ?barmy doctrine? growing ?like a canker? and deeply ?homophobic?. In return, the London Race Hate Crime Forum asked Scotland Yard to investigate GAHLA for ?Islamophobia?. Got that? If a Muslim says that Islam is opposed to homosexuality, Scotland Yard will investigate him for homophobia; but if a gay says that Islam is opposed to homosexuality, Scotland Yard will investigate him for Islamophobia. Two men say exactly the same thing and they?re investigated for different hate crimes.?

This would be laughable if it were not so serious. Christian Voice adds other examples of heavy-handed and inappropriate state interference, such as that involving a 14-year-old girl, Codie Stott, who ?asked her teacher at Harrop Fold High School whether she could sit with another group to do her science project as in hers the other five pupils spoke Urdu and she didn?t understand what they were saying. The teacher called the police, who took her to the station, photographed her, fingerprinted her, took DNA samples, removed her jewellery and shoelaces, put her in a cell for three and a half hours, and questioned her on suspicion of committing a Section Five ?racial public-order offence?. ?An allegation of a serious nature was made concerning a racially motivated remark,? declared the headmaster, Antony Edkins. The school would ?not stand for racism in any form?. In a statement, Greater Manchester Police said they took ?hate crime? very seriously and their treatment of Miss Stott was in line with ?normal procedure?.

MercatorNet draws attention to another potential minefield: mothers and fathers will officially cease to exist in France if draft gay marriage legislation promoted by the new socialist government goes ahead. Instead, all references to ?mothers and fathers? in the nation?s civil code will be exchanged for the non-gender-specific ?parents?. The draft law, due to go before President Hollande?s cabinet for approval on October 31, states that ?marriage is a union of two people, of different or the same gender?.

The problem is that trying to promote a false equality does not lead to peaceful coexistence or greater tolerance but to their opposite. Progressives who want to change the nature of the marriage laws in order to give same-sex unions the status of marriage are very intolerant of those they see as deeply prejudiced for wanting to retain the status quo; those seeking to keep the status quo are intolerant of what they see as misguided and illiberal attempts to undermine the foundations of a healthily functioning society. Accusations of ?hate crimes? will abound and increase; the stage is set for a long war of attrition.

After an exhaustive 72-month long search in which we literally sacrificed the best years of our young lives combing through and examining reams and reams of articles, spread sheets and op-eds, and wading through countless more hours of supposed expert opinions miring us in endless conjecture on the subject, we finally found the simple solution for saving the music industry. Wouldn't you know it, right when we gave up the ghost, there it was, plain as the nose on your face, in a box tucked away in our crawl space sandwiched between two other random CDs that have likewise been out of sight and out of mind for more than a decade. Who would've thought that Columbia Records had the answer all along?

Yessir! There you have it. The simple solution to a vexing problem in thirteen words. We're not the brightest bulbs in the box, but if the once almighty music overlords put their fucking money where their mouth is, instead of wringing their hands and wracking their brains about surviving in the digital era, problem solved. That simple, yes? What if every album came with a guarantee like this? You love it, or your money back? Or what if a band offered the same sort of qualitative assurance?

That would mean bands would strive to write better music, and A&R reps would have to be more discerning with the music they endorsed, only putting forth things they truly believed in, music that moved them rather than mass-produced, homogenized pablum they trade in these days. (Yes, we're well aware of the irony that this guarantee was affixed to a CD from Train, which many folks would agree fits that qualifier.)

Of course, you're always going to have the requisite assholes who buy the disc, burn it and then return it. There's no accounting for that. But if the music truly resonates, folks will hold on to it. It will move with them. They'll save it from a fire. Doubt it? Try to find a used copy of A Love Supreme on vinyl sometime.

In this case, Columbia -- or, more specifically, Don Ienner -- believed in this record, so much so, that the label was willing to underwrite fans' investment. Well, for a limited time, until September 30, 2001, that is. If you didn't notice, there was an expiration date on that shit. You bet there was. Ienner was no dummy.

According to the band's recent Behind the Music episode, Ienner recognized the song's potential immediately after hearing just a rough demo. He must've also anticipated that by fall, six months after the record was released, radio would play the living hell out of the album's title track until everybody in the country was literally sick to death of hearing Train, and would subsequently demand all of their money back, along with reparations for any associated pain and suffering.

So there you have it, the simple solution to saving the music industry.

If all else fails, two words: Picture discs.

More Web Video Watched on TVs Than on PCs - Peter Kafka ...

Getting Web video off your PC and onto your plasma screen used to be a niche activity. No more: Consumer-tracking service NPD says TV sets are now the most popular way to watch streaming video.

NPD says 45 percent of consumers report that TV is now their primary Web video screen, up from 33 percent last year. It basically swapped places with the PC, which used to account for?48 percent of viewing but now represents 31 percent.*

This is a story about devices: NPD figures that 10 percent of homes now have at least one Internet-enabled TV (though I bet that only a minority of them are actually plugged into the Web), and we?re seeing a steady increase in the use of Web-video peripherals, like Blu-ray players, Apple TVs and Microsoft Xbox 360s.

And it?s also about content: NPD says the most popular service for viewing Web content on TV is Netflix, with 40 percent of connected TV watchers using the service.

Here?s NPD?s general screen breakdown by device. Curious that ?mobile? doesn?t show up as a category; then again, maybe mobile is always a third choice compared to bigger screens. Also odd that the iPad and other tablets don?t break 1 percent.

And here?s NPD?s summary of how Web-to-TV viewers get their stuff on the big screen:

• 43 percent connected TVs
• 47 percent VG consoles (Wii, Xbox 360, PS3)

TSX slips as energy stocks weigh

TORONTO (Reuters) - Canada's benchmark equity index slipped in afternoon trade on Tuesday as energy companies fell despite rising tensions over Iran supporting crude oil prices.

The four heaviest weights on the resource-rich Toronto index were oil companies, while banking and mining stocks that had pushed higher in morning trade also trended lower.

The fall also went against slight gains in copper and a flat but near-record high gold price as investors focused more on signs that economic recovery is not assured despite the monetary easing of several major central banks.

"Equities as a group tend to move with broader-based macro-economic signals," said Patricia Mohr, vice president, economics and commodity market specialist at Scotiabank.

"So if investors are worried about global economic growth...then sometimes equities can actually underperform where commodities prices are," she said, referring to a similar historical disconnect between the rising price of bullion and the lagging performance of gold miners.

At 3:11 p.m. (1911 GMT), the Toronto Stock Exchange's S&P/TSX composite index <.gsptse> was down 71.04 points, or 0.58 percent, at 12,242.50. On Monday it dropped 70 points.

Suncor Energy dropped 2 percent to C$32.13, while Cenovus Energy Inc lost 2.1 percent to C$33.80 and Crescent Point Energy Corp fell 2.4 percent to C$43.68.

Miner Barrick Gold Corp fell 0.3 percent to C$40.35, after notching early gains, while competitor Goldcorp eked out a 0.1 percent gain to C$44.10.

The lack of a solid rising trend in commodity prices could turn away some investors from now on, a fund manager warned.

"With the direction for commodity prices being less certain, the index will be less certain. The general trend for both gold and oil will be higher but will not lead the market," said Brendan Caldwell, president and chief executive of Caldwell Investment Management.

"Unless the U.S. dollar completely collapses and gold and oil go on an unholy tear, which is possible, I think they'll do well but other sectors will outperform and we don't have very much of it in our index," he added, warning that the TSX may struggle to keep up with global peers with deeper exposure to sectors such as technology and consumer discretionary companies.

Husky Energy Inc slipped 0.4 percent to C$26.50 after the integrated oil producer and refiner declared it had reached an impasse with the United Steelworkers union in a four-month strike at the company's 155,000 barrel-per-day Lima, Ohio, refinery.

Shares in Forbes & Manhattan Coal Corp jumped 3.1 percent to 67 Canadian cents after the coal miner said it plans to acquire two South African mines from a unit of Rio Tinto in a bid to boost its output and enlarge its footprint in Africa.

The conference, scheduled for Oct. 27-30, 2012, in San Diego, Calif., will feature a series of groundbreaking presentations and hundreds of new research abstracts including:

• genetic differences in breast cancer among Hispanic women;
• how minorities respond to offers to participate in clinical trials;
• whether access to mammography facilities differs by racial neighborhood;
• whether stress and depression have a greater impact on minority patients;
• how language barriers may or may not impact care; and
• the role race can play in treatment outcomes.
